Ceisteanna—Questions. Oral Answers. - Provision of School Books.

asked the Minister for Education whether any guiding rules have been issued to school managers, either verbally or by circular, or whether it is a matter of personal discretion, as to what constitutes "necessity" under the scheme for the provision of State aid towards the cost of supplying book equipment for necessitous children.

A circular containing guiding rules has been issued to managers. Subject to these rules, the persons to whom books are to be supplied are determined by the managers in consultation with the principal teachers.

asked the Minister for Education whether, where the application of a parent or guardian for State aid in the provision of school books for his child or children has been refused, there are any means by which it may be sought to have the case reconsidered.

In a case such as that referred to by the Deputy it would, of course, be open to the parent or guardian to appeal to the manager to reconsider his claim.
