Defence Forces (Temporary Provisions) (No. 2) Bill, 1940—First Stage.

Leave granted to introduce a Bill entitled an Act to amend and extend the Defence Forces (Temporary Provisions) Act, 1923 to 1940—(Minister for Defence).

When is it proposed to take the Second Stage?

Perhaps the House would agree to take the Second Stage to-day, say at 6.30?

That point will be answered as soon as I get a reply to my question regarding item 10 on the Order Paper.

I am anxious to have this legislation passed, because it is urgent.

The Minister is not more anxious in that connection than I am.

The Deputy's Party are quite aware of its urgency.

I take it that if this is to be considered at 6.30 it will merely mean a Second Reading speech by the Minister?

I had hopes of being permitted to make a Second Reading speech, explaining the subject matter of the Bill.

I want the other matter decided before I agree to the Second Reading of this Bill being taken at 6.30.

Perhaps we could first settle what the Minister proposes to do about this Bill to-day. I understood that the Minister was to make his Second Reading speech on the Bill, and, following that, that the discussion on it would then be adjourned.

Even with that I would be satisfied, but I had hoped to get the Second Stage of the Bill through to-day.

Second Stage for 6.30 to-day.

It cannot be fixed for 6.30 without agreement.

Some day must be fixed.

We had the First Stage of the Bill to-day, and it is not usual to take Second Stage on the same day.

Might I suggest that it would be possible to get an agreement on items 5 and 10 later?

It would suit me if Deputy Norton's suggestion was accepted—that agreement might be got later.

On items 5 and 10.

The Second Stage is then fixed for 6.30 provisionally.

Only subject to no objection being made at 6.30.

The Whips might settle that question outside the House.

Endeavours have been made to settle it outside the House, and they have not succeeded.

Item No. 10 might be postponed until to-morrow.

Postpone it until to-morrow, or for a week.

What is the urgency about item No. 10?

All that I can say is that it was put down on the Order Paper for to-day. I was not told that Deputies on any side of the House wished to have it postponed. If that was the desire it could have been raised in the ordinary way outside.

The Tánaiste has been told it now.

I am prepared to discuss it, and put it down for next week.

It need not be taken to-day.
