There are certain matters that I should like to mention to the Dáil with regard to the Saint Laurence O'Toole Hospital Bill and the Local Government Bill. My only anxiety with regard to the Saint Laurence O'Toole Hospital Bill was that if it were passed there might be certain preliminary work that could be done. With regard to the Local Government Bill, there are certain preliminary steps that could be taken in order to implement it. I thought it might be possible that we could go ahead with preliminary surveys in connection with the building of the hospital. So far as the Local Government Bill is concerned, it was complementary to the County Management Act and the Public Assistance Act of last year. It might be possible to bring the County Management Act into operation without holding the elections, but I have to consider that matter yet. However, the question has been raised in the House that perhaps these are measures that might give rise to some controversy and it might be better to leave them over. I am quite agreeable to leave them over, in the circumstances, until September.
