I move:—
Go ndeontar suim ná raghaidh thar £84,800 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1942, chun suimeanna do roimhíocadh fé sna hAchtanna Iasachtaí Trádála (Urraíocht) d'aisíoc leis an bPrímh-Chiste. (Alt. 10 d'Uimh. 5 de 1939).
That a sum, not exceeding £84,800, be granted to defray the Charge which will come in course of payment during the year ending the 31st day of March, 1942, for the repayment to the Central Fund of sums advanced under the Trade Loans (Guarantee) Acts. (Sec. 10 of No. 5 of 1939).
This does not, properly speaking, come within my Vote, and as it was not raised thereon, I may, perhaps, explain to the House what the position is. It represents merely a book-keeping transaction. It provides for the recoupment to the Exchequer, out of moneys to be voted by the Oireachtas, of sums which have already been paid out of the Exchequer in fulfilment of a trade loan guarantee. In the year ended 31st March, 1940, an advance of £89,265 18s. 10d. was made out of the Central Fund to enable the Minister for Industry and Commerce to fulfil a guarantee given by him in respect of a loan of £90,000 raised by the Peat Fuel Company, Limited. This advance, less certain repayments, was two years outstanding the 17th of the month, and the Minister for Finance has directed that; in accordance with Section 10 (3) of the Trade Loans (Guarantee) Act, 1939, provision shall be made in the Estimates for Public Services for the year 1941-42 for recoupment to the Central Fund out of moneys to be provided by the Oireachtas.
