asked the Minister for Supplies whether he intends having a national register prepared and ration books issued in order to secure equitable distribution of all essential commodities to all citizens during the emergency.

The question of having a national register compiled with the object of facilitating the equitable distribution of rationed commodities has been under consideration and it is hoped to make an announcement shortly.

I would like to know definitely and clearly is the Minister now telling the House that, 12 months after we asked him to make a national register and thereby effectively ration essential commodities, he is now going to make a national register too late?

Is the Minister going to make a national register?

I would refer the Deputy to my reply and also to the fact that the circumstances of this year are very different from those of last year.

And, as usual, 12 months too late we are to get it?

That is not a supplementary question.

It is a supplementary exclamation of amazement as to how this Government survives.
