Question on the Adjournment.

I would like to give notice that I intend to raise on the adjournment the subject matter of question No. 21 and the other questions that follow in so far as they relate.

Deputy Mulcahy has stolen my thunder to a certain extent, as I intended—and I now ask for permission, subject to your approval— to raise the question of the refusal of the Parliamentary Secretary to the Minister for Finance to answer questions in this House affecting the administration of a section of his Department.

On which question?

On question No. 6.

I shall consider which of the two questions I shall select.

I am not claiming preference over Deputy Mulcahy, if he wishes to go on to-night, but I am asking permission to raise it at the next meeting of the Dáil.

There are difficulties in the way of such an undertaking. Urgent questions might arise on that particular date.

I would be very glad to give way to Deputy Davin if there is really any urgency in question No. 6. I promise to give Deputy Davin a hand in dealing with No. 6 on some other occasion, but I do submit to the Deputy that the questions that I propose to raise, before the Minister for Education's mind has set into too definite a mould, on question No. 21, affect the future of a number of boys who are being deprived of scholarships that apparently they earned as a result of the Intermediate Certificate Examinations. I would be afraid of the Minister's mind setting too quickly into a mould, and so would ask Deputy Davin to give way to me to-night, and we will deal with the other matter together on some other date.

I am prepared to give way, but I do suggest that the refusal of the Parliamentary Secretary——

The Deputy may not make a speech now on the matter.

Well, may I ask you to consider the request I have made and to give me an opportunity to raise the subject matter of question No. 6?

I shall consider it. The difficulty is that it might be prejudicing some other Deputy's rights at a future date.

Could the difficulty be got over in this way? If notice is now given to the Chair of the intention to raise a matter on the next day on which the Dáil sits, will Deputy Davin then be permitted to raise it?
