Ceisteanna—Questions. Oral Answers. - Classification of Motor Vehicles.

asked the Minister for Supplies if he will state why utility vans are being classified as private cars which will not be permitted by him to be used for business purposes, and if he will state the conditions the fulfilment of which is required by him to have these classified as vans.

Utility vans are classified as "private" motor vehicles for the purpose of petrol allowances, because their normal use is for the carriage of passengers, and they are so constructed. The conditions necessary to have such vehicles classified as vans are that the body should be so constructed that it can be used only for the carriage of goods; any side doors, other than those for the driver, should be permanently closed; glass panels removed and substituted by wooden panels, and rere doors fitted. In addition, the converted vehicle must be licensed in the "commercial" class.

I submit the Minister has not answered the question at all. I asked him why utility vans are being classified as private cars. If a person wants to use one of these cars——

The Deputy has put no supplementary now.

But the Minister has not given me any reasons. He has not told me why these vans cannot be used.

The Deputy may not argue the matter.

There is no use in debating it or asking any question. I believe they do not understand what they are doing.
