asked the Minister for Supplies if, in view of the hardship imposed on farmers by the enforcement of the Order compelling them to have small percentages of wheat separated from other grain, he will consider exempting cases where very small percentages occur from the enforcement of the Order.

Under the Emergency Powers (Restriction on use of Wheat and Wheaten Products) Order, 1941, it is illegal for any person to use wheat, wheaten meal or wheaten flour for the feeding of animals and poultry. I do not consider it desirable to modify the provisions of this Order in the manner suggested by the Deputy.

Does the Minister realise that, in some cases, where there was an admixture of 2 per cent., people were compelled to go to the trouble of bringing it to the mill to have the 2 per cent. taken out?

It could happen.

That it was in it was merely an accident.

I am quite certain that if we modified the Order it would lead to considerable abuse.

Will the Minister consider fixing a percentage so that anything under 5 per cent. will not be affected by the Order?
