Committee on Finance. - Seeds and Fertilisers Supply Bill, 1943—Committee and Final Stages.

On the Report Stage, I should like to know from the Minister if he would say, briefly, in connection with Section 3, whether the powers he seeks, in regard to the validation of certain Orders, are concerned with merely routine Orders, or whether anything of substance is being validated retrospectively.

No; it is only that the county councils were instructed to go ahead last autumn and provide facilities for the purchase of winter seed wheat—that is, after the 31st July, 1942. The Act, normally, would expire on the 31st July, 1942—that was the date fixed in the Principal Act— and it is merely a question of providing facilities for the purchasing of winter seed wheat in time.

Yes. My recollection is that there was no provision for getting winter seed wheat in October.
