Seanad Electorl (Panel Members) Act, 1937—Annual Revision Appeal Committee.

I move:—

That, an Annual Revision Appeal Committee for the year 1943, consisting of 15 Deputies, being required to be elected by Dáil Eireann under the provisions of Section 19 of the Seanad Electoral (Panel Members) Act, 1937, the Rules contained in the Appeal Committee Election Resolution, passed by Dáil Eireann on 12th January, 1938, shall apply in respect of the election of the said Committee with the following modifications, that is to say:—

(a) references therein to the Appeal Committee shall be construed as references to the Annual Revision Appeal Committee;

(b) the time for election, defined in Rule 4 of the said Rules, viz., the period during which nomination papers shall be delivered to the Returning Officer, the Chairman of Dáil Eireann, shall be from the date of the passing of this Resolution until 12 noon on Wednesday, 31st March, 1943; and

(c) the voting at such election, provided for in Rule 11 of the said Rules, shall take place at the first sitting of Dáil Eireann held after the expiry of the time for election.

Could we hear something about the motion?

The motion on the Order Paper in my name is necessitated by an appeal having been made from a decision of the Seanad Returning Officer in connection with the annual revision of the register of nominating bodies entitled to nominate persons to the panels of candidates for the purposes of every Seanad election. The appeal is made to an Appeal Committee to be set up for the purpose of hearing appeals, consisting of 15 Deputies elected by the members of the Dáil voting on the principles of proportional representation. Nomination forms are available in the General Office as from to-day. Copies are being furnished to the Whips of the Parties.

By what date have the nominations to be in?

That is indicated in the motion.
