Ceisteanna—Questions. Oral Answers. - Casual and Relief Scheme Workers' Bonus.

Mr. Byrne

asked the Minister for Local Government and Public Health if he has had any proposals from the Dublin City Manager to pay an increase in wages or grant a bonus to casual workers and relief scheme workers who are depending on a four-day week in the employment of the Dublin Corporation; and if he has yet sanctioned the payment of an extra allowance to them.

In reply to the Deputy's question which I received on the 6th instant I have to say that proposals submitted by the Dublin City Manager for the payment of emergency bonuses to temporary employees engaged on works financed from the Employment Schemes Vote were sanctioned by me on the 3rd.

Will the Minister state from what date he has sanctioned the proposals and if he has made them retrospective from the 6th January, as the Minister for Defence yesterday, in reply to a question, stated that he had done in connection with the auxiliary firemen?

That is a separate question.

Can I have a reply as to whether they are retrospective?

They were sanctioned by me on the 3rd. The proposals were sanctioned——

I am on my feet, not you. The Minister would not stand up until I drew your attention, Sir, to the matter. I asked is the bonus to be made retrospective from the date originally intended, namely, the 6th January, for unemployed relief workers who only get four days a week for four weeks in the year?

That is a separate question.

May I ask from what date did he sanction it?

The Minister has already replied.

Mr. Byrne

He did not. I am leaving the place here now without any knowledge as to the date from which relief workers are to get the bonus. Will he say from what date it is? The elected representatives of the people——

I cannot enforce a reply. The date was stated.

Courtesy from the Minister ought to be insisted on by you. The Minister for Defence gave a satisfactory reply.

The Deputy should learn to conduct himself in accordance with the rules of order.

You will not be put out now no matter what you say.

They are not to get anything for the first three months of the year. That is the position.
