asked the Minister for Finance if he will state the number of employees of the Ordnance Survey Office who have retired on pension since the 1st June, 1942, and the manner in which the resulting vacancies have been filled.

Eleven employees of the Ordnance Survey have retired on pension since the 1st June, 1942. One post was suppressed, eight vacancies were filled by normal promotion, and two vacancies have not yet been filled.

Is it correct that the bulk of the posts that have been filled have been filled by members of the National Army and not by civilians?

The information given to me is that the vacancies have been filled by normal promotions.

That still does not answer my question. I am submitting that vacancies which occurred in this office, instead of being filled by the normal promotion of civilians, have been filled by drafting in members of the Army who are doing the work at less than civilian rates of pay.

I regard normal promotion as the promotion of those who are already in the service. That seems to be the practice in all Departments.
