Go bhfuil sé oiriúnach a údarú go n-íocfaí amach as airgead a sholáthróidh an tOireachtas costais ar bith féna raghfar chun éifeacht do thabhairt d'Acht ar bith a rithfear sa tSiosón so do dhéanamh socruithe chun bárdais chontae-bhuirgí agus comhairlí contaethe do dheonadh scoláireacht agus íocaíocht eile dá samhail do dhaoine óga d'fhonn cabhrú leo chun freastal no leanúint de fhreastal ar scoileanna admhuithe agus do dhleathú caiteachais féna ndeachaidh bárdais agus comhairlí den tsórt san fé scéimeanna áirithe do rinneadh roimh dháta aon Achta den tsórt san do rith chun scoláireachta agus íocaíochta den tsórt san do dhéanamh.
That it is expedient to authorise the payment out of moneys provided by the Oireachtas of any expenses incurred in giving effect to any Act of the present Session to make provision for the grant by corporations of county boroughs and councils of counties of scholarships and other like payments to young persons to assist them to attend or continue to attend approved schools and to validate expenditure by such corporations and councils under certain schemes made before the passing of any such Act for the grant of such scholarships and payments.
