Ceisteanna — Questions. Oral Answers. - Local Government Circular.

asked the Minister for Local Government and Public Health if circular letter No. 10/44, "Relations between Local Bodies and Manager", dated 27th January, 1944, and circulated to each local authority, applies to boroughs where there are city managers; and, if so, if he will cause the circular to be circulated to the elected representatives of such boroughs.

The circular letter referred to dealt with the operation of the County Management Act, 1940. Its purpose was to remove misconceptions on certain matters arising out of the administration of the Act with a view to securing the fullest collaboration possible between the elected representatives and the managers in the discharge of their respective functions. Each of the four county boroughs in which there are city managers had a City Management Act applicable to its own area long before 1940 and in that respect the position is different from the counties. However, if copies of the circular are desired by the elected representatives of any of the county borough areas it would be a matter rather for the city councils concerned in exercise of powers under their respective Acts, to require that its distribution is made by their respective staffs.

Are the members of the boroughs concerned, such as Dublin, for instance, entitled to demand a copy of the circular referred to? Do the matters referred to in that circular refer to the borough areas and will the Minister cause that circular to be circulated to the elected representatives of the boroughs?

As he is a member of the Dublin Corporation, I would refer Deputy Byrne to the Dublin City Act.

But we have not got a copy of the circular, and all I am asking the Minister is to inform us whether we can get a copy of that circular to enable us to know where we are.

I have already indicated that the members of the Dublin Corporation can ask for this circular themselves.

Will the Minister say that the members of the Dublin Corporation and other boroughs like us will get a copy of the circular, just as it has been circulated to other local authorities? If we do not get it, I am asking the Minister to indicate how we will be able to get it.

I think the Deputy should wait and read the reply to the question.

I am only asking the Minister to tell us how to get it.
