asked the Minister for Local Government and Public Health if he will state whether steps and, if so, what steps, have been taken or are in contemplation to control urban development so as to prevent unregulated ribbon building.

The restriction of ribbon development can be secured by the exercise of powers under the Town and Regional Planning Acts, 1934 to 1939, the provisions of which have been brought to the notice of local bodies from time to time. These Acts are in full force in the county boroughs where unregulated ribbon building is most likely to take place, and also in six boroughs, 11 urban districts and six counties or parts of counties. During the interim period, i.e., the period between the passing of a resolution deciding to make a planning scheme and the final approval of the scheme the planning authority can give or withhold permission to persons intending to carry out works in the area proposed to be planned. An appeal lies to the Minister against the grant, or withholding, of permission as the case may be. When formulating urban housing schemes local bodies were advised to restrict as far as possible building of houses in rows or terraces along traffic routes.
