Ceisteanna.—Questions. Oral Answers. - Nurses' Allowances and Salaries.

asked the Minister for Local Government and Public Health if he will ensure that single attendants and nurses will be paid their lodging and laundry allowances, as well as their ration allowance, when getting holidays in future.

An officer is not entitled to receive, while on holidays, money allowances in respect of emoluments other than rations where such emoluments are granted in kind when the officer is on duty.

asked the Minister for Local Government and Public Health if he will sanction bi-monthly payment of salary to single attendants and nurses in the Portrane and Grange-gorman Mental Hospitals.

The matter is one for determination by the mental hospital authority concerned.

asked the Minister for Local Government and Public Health if he is aware that the audited accounts of the Callan Town Commissioners have not been published for some considerable time and that rate-payers who applied and paid for copies of these accounts were furnished only with an analysis or synopsis of them; and, if so, if he will take steps to ensure that full audited copies of the accounts are made available on application at the usual rates.

It is not usual to publish the full accounts of any local authority. The prescribed procedure after audit is to have inserted in the local newspapers a notice that certified copies of the abstract of accounts and the auditor's report can be obtained at the office of the local authority by any person on payment of sixpence. I understand this procedure was followed after last audit in 1943 when the accounts were audited to 31st March, 1942. A further audit will shortly be held.

asked the Minister for Local Government and Public Health if he is aware that housing grants allocated to the Callan Town Commissioners were expended for purposes other than housing, and if he will state if this matter was brought to his notice by the Local Government auditor; and, if so, if he will state what action by way of surcharge or otherwise he took upon the auditor's report and recommendations.

The only annual payments made in respect of Callan town for housing represent contributions to loan charges under the Housing of the Working Classes Acts and on receipt of such payments they would ordinarily be lodged to the credit of the local authority's revenue account from which the total annual loan repayments would be made by the local authority to the lenders. I am not aware of any irregularities in this matter but if the Deputy sends me fuller information I will make further inquiries.
