asked the Minister for Industry and Commerce if he will state with reference to Table Two, Part I, of the Interim Report of the Committee of Inquiry on Post-Emergency Agricultural Policy, the nature and value of the various classes of exports, other than agricultural exports, exported to the total value of £17,245,000, £4,597,000 and £10,263,000 in the years 1929-30, 1938-39 and 1940-41 respectively.
Written Answer. - Value of Exports.
The figures for the values of "Total Exports" given in Table II of the committee's report are the declared f.o.b. values of the commodities at the time of export including the cost of any transformation they may have undergone by process of manufacture, the cost of transport to the sea or land frontier, etc., whereas the figures for agricultural exports in the next column represent only the amount received first hand by the agricultural community for that portion of its "output" estimated to have been subsequently exported. The two sets of figures are, therefore, not comparable and, accordingly, the figures in the Deputy's question do not correctly represent the values of the non-agricultural exports.
The figures in the committee's table are for the agricultural year (in general the 12 months June to May). The statistics of imports and exports are already compiled for calendar years and it would be onerous to compile figures for the precise 12 months' periods corresponding to those in the committee's report.
I am, accordingly, furnishing to the Deputy and publishing in the Official Report a table giving, for the calendar years 1929, 1938 and 1940, the f.o.b. values of those exports which may be regarded as non-agricultural products. It is, of course, impossible to define precisely the term "non-agricultural products", but an attempt has been made to include all goods the major increment in the value of which was not contributed by agriculture.
It is not possible to segregate the value of the parcel post as the exports are not classified by description.
