Committee on Finance. - Vote 15—Commissions and Special Inquiries.

I move:

That a sum not exceeding £3,100 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending the 31st day of March, 1947, for the Salaries and Expenses of Commissions, Committees and Special Inquiries.

In sub-head C (1), I note there is a sum of £80 provided for salaries, etc., in connection with the Commission on Youth Unemployment and £35 for travelling expenses. Is this commission still in session or have its deliberations concluded? Could the Parliamentary Secretary tell us when the commission is likely to present a report? It is a matter of extreme urgency that some solution should be found to the problem of providing suitable employment for our youth and the country is anxiously looking forward to a report from this commission. Very little has been heard of the commission's activities but I suppose that is natural. They may be doing all the more work if they are working in silence. Perhaps the Parliamentary Secretary would tell us when we are likely to receive a report.

I am afraid I cannot, except to say that they have not reached a stage when they can issue a report. They have held a very large number of meetings and they have had a number of witnesses before them. They have a number of subcommittees, I understand, examining the many problems associated with youth unemployment and I am sure the committee will lose no time in making their report when they feel they have reached the stage when they can do so.

What is the Commission on Irish in the Civil Service? Is it a commission outside the Service itself?

It is not functioning now.

You want £597 for it this year.

It has not been operating since the emergency.

What are "commissions and inquiries not specifically provided for"?

They may arise any time during the year. The Government may decide to set up a commission or a committee of inquiry at any time.
