I take it that nobody's rights are substantially interfered with by this Bill. It does not give the Government any prescriptive rights against an individual citizen's property?

No. As I explained on Second Stage, we are merely incorporating in legislation the various Emergency Powers Orders which we had to add to the parent Act when we found that certain sections of that Act were not sufficient to give effect to regulations which we considered it necessary to enforce. We are merely putting in legislative form the Emergency Powers Orders which we operated throughout the emergency.
