The figures at (a) comprise total salaries of Inspectors, clerical staff in local Offices and supervising gangers, but do not include expenses or subsistence allowances arising from travelling. Considerable labour will be involved in the compilation of statistics of such additional payments and it would not be practicable or expedient to divert staff for that purpose.

The figures in the Table also exclude the cost of headquarters administration (which is not divisible on a county basis) and the amount paid to gangers, labourers, herds, bailiffs and other subordinate employees.

The work summarised at (b) and (c) forms only a portion of the duties on which the staff whose total salaries are set out at (a) were engaged.
