As I have indicated in reply to previous questions, there is a danger that any legislation providing for the transfer of parental rights to adopters would raise problems in regard to the religion of the children and the religion of the adopters. I regret that it has not been found possible so far to devise any scheme which would provide a satisfactory solution of those problems.
