asked the Minister for Social Welfare if he will direct local authorities to stamp insurance cards for carters in their employment.

Carters employed under contract of service are insurable and local authorities are liable to pay contributions in respect of them. Where, however, carters undertake work for local authorities in the capacity of contractors, insurance contributions are not payable.

I am satisfied that local authorities are aware of their obligations in this respect and if the Deputy can furnish particulars of any cases in which the regulations are not being observed, I shall be glad to have them.
