asked the Minister for Defence whether he is aware that there is dissatisfaction in the Army through the failure to promote Army personnel who are filling higher appointments and performing the duties of higher ranks than they hold; and, if so, whether he will arrange to have the promotions of the personnel concerned made at an early date.

I am aware that there is some dissatisfaction in the Army through the failure to promote Army personnel who are filling higher appointments and performing the duties of higher ranks than they hold.

Promotions have been made regularly from time to time and will continue to be so made according as officers fulfil the necessary requirements in regard to qualifications and seniority. A number of promotions are actually under consideration at the present moment.

The Minister will, of course, agree that the practice of keeping them too long in these acting higher ranks is unsatisfactory?

There are some 200 odd officers at the moment in the position of doing higher work than the work of the ranks they actually hold. Recommendations are under consideration at the moment for the promotion of approximately half that number.
