Ceisteanna—Questions. Oral Answers. - Cork Clerk of Works.

asked the Minister for Local Government if he will state whether the clerk of works employed by the Cork County Council in the Mallow rural area up to 1945 was engaged in a pensionable and permanent capacity and appointed under seal; and, if so, whether he will state (i) the date of permanent appointment and (ii) which of the following public bodies was responsible for his appointment in a pensionable and permanent capacity: Cork County Council, Cork Board of Health, North Cork Board of Health and Mallow Rural District Council.

On the resignation of Mr. D.J. Buckley from the part-time post of clerk of works under the Cork County Council as from the 1st February, 1946, he was adjudged in pursuance of Part IV of the Local Government Act, 1925, to have been employed in a permanent and pensionable capacity as from 15th December, 1916, by the Mallow Rural District Council, and subsequently by the Cork County Board of Public Health, the North Cork Board of Health and Public Assistance, and the Cork County Council, and he was awarded a superannuation allowance accordingly.

Mr. Buckley was originally appointed by the Mallow Rural District Council in a part-time capacity. No records are now available regarding the actual making of the appointment.

Is the Minister aware that in 1939 Mr. Dudley advised the North Cork Board of Health, as it was at that time, that Mr. Buckley was not pensionable or permanent? If the Minister looks up the records of the Cork County Council he can find out whether this gentleman got his superannuation through service or through the good graces of senior counsel.

Will the Minister state if he is aware that, within a period of three years, the only service which this gentleman rendered to the North Cork Board of Health was to inspect three labourers' cottages?
