asked the Minister for Health if he will state what progress has been made towards the establishment of the conciliation machinery for the mental hospital service, which has been requested by the Irish Transport and General Workers' Union; and also when it is proposed to introduce such machinery.

As I mentioned in reply to a previous question from the Deputy on the subject, the matter of conciliation machinery for mental hospital staffs cannot be dissociated from the problem of setting up conciliation machinery for local authority staffs generally. A number of Government Departments are, therefore, affected and discussions with these Departments have taken place in order that the administrative and legal implication of such a scheme should be fully examined, and that some basis of agreement should be found as to the form which conciliation machinery should take. I am not yet in a position to say when the proposed machinery will come into operation.
