Ceisteanna—Questions. Oral Answers. - Cavan County Council Staff.

asked the Minister for Local Government if he will state, in so far as he is responsible (i) the total number of the staff of Cavan County Council on the 31st March, 1948, tabulating them under their official grades; (ii) the total cost of such staff per annum; (iii) what vacant posts have been filled since 31st March, 1949, and (iv) what new offices have been created and filled since, indicating the date of appointments, and the salary attached to each.

The information requested by the Deputy in relation to office staff of the Cavan County Council for which I am the appropriate Minister is in the form of a statement which, with the permission of the Ceann Comhairle, will be circulated with the official Report.

Following is the statement:—

PARTICULARS OF OFFICE STAFF OF CAVAN COUNTY COUNCIL.

(i) Total number of the office staff of the Council on the 31st March, 1948, for which the Minister for Local Government is the appropriate Minister:—

1 County Manager.

1 County Secretary (acting).

1 County Accountant.

1 Rate Inspector and County Checker.

2 Staff Officers.

16 Clerical Officers (including 2 temporary).

11 Clerk-typists (including 4 temporary).

1 County Librarian.

2 Library Assistants (including 1 temporary).

1 County Solicitor (part-time).

1 Chief Fire Officer (acting).

1 County Engineer (acting).

1 Chief Assistant County Engineer (acting).

5 Assistant County Engineers.

*2 Temporary Engineers on Road Survey Work.

* Services of these two temporary engineers have been dispensed with.

(ii) Total cost of staff at (i) per annum

£16,689

(iii) Vacant offices filled since 31st March, 1948:—

(a) 1 County Secretary to replace Acting County Secretary.

(b) 1 Staff Officer to replace Staff Officer appointed County Secretary at (a). (This Staff Officer was later transferred to the newly-created office of Staff Officer—Housing. See below (iv) (b)).

(c) 1 Staff Officer to replace Staff Officer at (b).

(d) 1 Rate Inspector to replace Rate Inspector and County Checker appointed Staff Officer at (c).

(e) 2 Clerical Officers to replace temporary Clerical Officers.

(f) 4 Clerk-typists to replace temporary Clerk-typists.

(g) 1 Library Assistant to replace temporary Library Assistant.

(h) 1 Chief Fire Officer to replace Acting Fire Officer.

(i) 1 County Engineer to replace Acting County Engineer.

(j) 1 Clerical Officer to replace Officer who resigned

(iv) New offices created and filled since 31st March, 1948:—

(a) 1 office of Wholetime Law Agent for County Cavan and the Urban Districts of Cavan, Cootehill and Belturbet created in September 1949, to replace the part-time Solicitor for the County. This office was filled on 11th April, 1950, on the recommendation of the Local Appointments Commission.

Salary £1,000×25 to £1,150 plus a temporary allowance of 7½ per cent.

(b) 1 office of Staff Officer in the Housing Section created and filled in May, 1949.

Salary £450×20—£550 per annum plus 7½ per cent. temporary allowance.

(c) 1 office of Housing Engineer (temporary) created in April, 1949. The original appointee proposed by the Manager was not approved by the Minister. Sanction to a revised proposal for the filling of the office was given on 31/8/1949.

Salary £750 per annum plus 7½ per cent. temporary allowance.

(d) 1 office of Clerical Officer in the motor tax office created and filled in October, 1949.

Salary £160×15—£450 per annum plus 7½ per cent. temporary allowance.

(e) The Manager proposed the creation of an additional office of Assistant County Engineer (salary £550×15—£700 plus 7½ per cent. temporary allowance) on the 15th March, 1950. This proposal is under consideration and sanction to the creation of the office has not yet been given.
