Ceisteanna—Questions. Oral Answers. - Civil Service Rules.

asked the Minister for Finance whether there are any rules preventing members of the Civil Service referring in official minutes to members of the Oireachtas in contemptuous and abusive terms and providing that in official minutes and papers references by civil servants to Deputies and Senators should be decorus and respectful as is appropriate to their position as members of the Oireachtas to whom in the last resort civil servants are responsible through their Ministers and, in particular, the Minister for Finance, for their official actions; and, if not, whether he will take steps to impose such rules upon all concerned.

There are no specific rules of the type referred to by the Deputy, nor is there, in my opinion, any need for such rules. Civil servants are already aware that they should act with propriety and courtesy not merely to Deputies and Senators but also to members of the public. I am fully satisfied with the way in which they do, in fact, discharge these obligations.
