asked the Minister for Justice if he is aware that a number of sergeants have been on the waiting list for promotion to the rank of inspector for years, and that they are not getting an opportunity of promotion through failure of the Government to fill the vacancies in the rank of superintendent; further if he is aware that this stoppage of promotion is having a bad effect on the Gardaí generally; and, if so, if he will arrange to complete the establishment of superintendents and to make the promotions to the rank of inspector and sergeant resulting therefrom as early as possible.

Three inspectors were appointed to the rank of superintendent on the 20th June, and arrangements are being made to fill the consequential promotions in the lower ranks. There are still four vacancies in the approved strength of the superintendent rank; but one of these posts became redundant on the transfer of Gárda headquarters from Kilmainham to the Depot, and two other posts will not require to be filled until recruiting is reopened.

The fourth vacancy was caused by the recent retirement of a superintendent who acted as ballistics expert to the force. The question of filling this vacancy is being considered.
