Ceisteanna—Questions. Oral Answers. - Extension of Children's Allowances.

asked the Minister for Social Welfare if he will state when he intends to introduce proposals for legislation to increase children's allowances.

asked the Minister for Social Welfare if he has considered the desirability and need for the inclusion of the first two children in families for the payment of family allowances ; and, if so, if he will state whether consideration has been given the request for increased payments in the allowance.

I propose with your permission, a Chinn Chomhairle, to take Questions Nos. 37 and 38 together.

The existing scheme of children's allowances, including the particular matters referred to in these questions, is being examined, but no decisions as to changes in the scheme have yet been taken. To give effect to any changes decided upon, fresh legislation would be necessary, but it is not possible at this stage to fix a date for the introduction of such legislation.

Will the Minister speed up this matter? Is the Minister aware that his predecessor promised to give this matter very favourable consideration?

I am not aware of that because when I was in opposition I proposed that and it was turned down.

Is it the Minister's intention to increase the children's allowance?
