The provision of dimming devices is already regulated by the Mechanically Propelled Vehicles (Construction, Equipment and Use) (Amendment) Order, 1948. This Order does not, however, make their use compulsory. I understand that the universal enforcement of such a requirement was considered to be undesirable in certain circumstances and impracticable in most cases, but that the Garda Síochána consider that they already possess adequate powers to deal with persons driving without reasonable consideration.
