Ceisteanna—Questions. Oral Answers. - House Rents.

asked the Minister for Local Government whether, further to his reply to a question on the 14th February, 1952, he will indicate (1) the basis on which the fixed rents of the houses mentioned in that reply were assessed, giving costs, etc., per house in each case, and (2) the rents of all the houses contained in the reply, inclusive of rates.

As the reply includes a tabular statement I propose, with your permission, a Cheann Comhairle, to have it circulated in the Official Report.

Following is the statement.

(1) The determination of the fixed rents referred to is a matter for the city manager primarily. On 25th November, 1946, housing authorities were informed by circular letter issued in connection with the arrangements for the payment of grants from the Transition Development Fund that no precise formula could be laid down in regard to the fixation of rents. The rents policy has, however, followed the principle that the annual outgoings on loan charges on a 50 year basis of repayment together with maintenance and administration costs should be divided in equitable proportions between the State, the local authority and the tenant, the rent however being first fixed on a basis which would have regard to the normal capacity of the tenant to pay.

As regards costs, final figures are not yet available for all the schemes but I am obtaining from the city manager and will forward to the Deputy a statement in respect of all the schemes for which final costs have been ascertained.

(2) It has been ascertained from the local authority that the rents of the schemes in question, inclusive of the statutory increase in lieu of the current rates, are as follows:—
