I am not aware that the system of paying children's allowances monthly causes serious inconveniences and hardships to the recipients. In fact I am aware that the change over from the weekly to the monthly system of payments has been welcomed by the vast majority of recipients. I do not propose, therefore, to alter the existing arrangement.
