Private Deputies' Business. - Local Authorities (Works) Act— Motion (Resumed).

Deputy Beirne to conclude.

On a point of order. I understood you called on me.

The mover of the motion or somebody delegated by him is entitled to conclude the debate, and I am calling on Deputy Beirne.

You called on me prior to the suspension of Deputy Cafferky. I had not an opportunity of intervening in the debate.

That is not a point of order. There are only five minutes left and one of the Deputies who moved the motion is entitled to conclude. I call on Deputy Beirne.

On a point of order. Is there any time limit fixed for a Deputy to offer himself for concluding a motion like this? Is there any limit as to whether it is five minutes or three minutes?

There is the practice that a mover of a motion should conclude the debate, and I am calling on Deputy Beirne.

Am I not entitled as a Deputy in this House to speak now——

The Deputy is not entitled to speak now.

——having been called upon and not having had an opportunity of speaking, due to the fact that a Deputy has been suspended?

Deputy McQuillan will please sit down.

I do not wish to dispute the ruling of the Chair under any circumstances.

The Deputy has his method of doing that. He is now obstructing the procedure.

He is attempting to prevent a division being taken.

On a point of order. Might I ask is there any standing rule which allows a Deputy——

I will decide points of order on matters immediately before the House. The Deputy is asking a hypothetical question.

I was under the impression that the time taken for a vote would not be taken out of the time for a Private Member's motion. Is that right?

There was a division. The House has decided to adjourn at 11.30 p.m. and the Chair has no power to extend the time.

Deputy Finan to conclude. I am listening to no further points of order.

He wants to avoid the division.

With due respect, I insist. I do not intend to avoid any division.

I wish to conclude the debate. As the Minister cannot see his way to accept the motion, I will ask the House to decide later.

I am putting the motion in the names of Deputies Finan and Beirne.

I insist on the right of a Deputy to make his views known before 11.30 to-night. I think it is a gross injustice that you would take a decision before 11.30 p.m. and before other Deputies had time to make their views known.

Does the Deputy want to be put out of the House before he casts his vote?

I am not concerned with the tin-pot attitude of Fine Gael at any time.
