Vol. 138 No. 5

Ceisteanna—Questions. Oral Answers. - Relief of Congestion in County Roscommon.

asked the Minister for Lands if he is aware that lands at Mullen, Frenchpark, County Roscommon, which have recently been acquired by the Land Commission, have been rented to the former owner on a six months' letting agreement; and, ifso, if he will take steps to have such lettings discontinued in cases where acute congestion exists and where neighbouring small farmers are badly in need of grazing for their stock.

In order to facilitate the Land Commission, the owner of this estate recently handed over possession on condition that the lands, which were stocked, would be let to him for six months. As a result the Land Commission may be in a position to allot the lands later in the year. Otherwise the lands will be relet, when the present letting expires, regard being had to the requirements of local smallholders.

Does the Minister approve of such lettings? Would it not be in the public interest to take in grazing stock of the small farmers whose holdings adjoin the lands? Will he make representations to the Land Commission to have this practice of renting to the former owner abolished?

If the owner had not facilitated the Land Commission in the manner I understand he has, it would have been necessary for the Land Commission to take further proceedings in the matter, and on the question of time perhaps nothing would have been saved. On the whole, I incline to the view that unless there is a serious loss in time, credit should be given where outgoing persons facilitate the operations of the Land Commission. That is my view, subject to the condition that it does not hold up our scheme.

Will the Minister indicate to the Land Commission that when the present period expires there will not be a further letting to this gentleman?

I should like to examine the matter before I make any recommendations but I certainly will look into it.

You will also examine the state of congestion in the area?
