Amendment of Standing Order 83 —Motion.

I move:—

That Standing Order 83 of the Standing Orders of Dáil Éireann relative to Public Business be amended by the addition thereto of the following sub-section:—

(2) Where the seconder of a motion proposed by a private member has not made a speech in the course of the debate on the motion, a period of not less than a quarter of an hour shall be allowed for a speech in reply which may be given by the proposer, or such other member who has not already spoken as the proposer may authorise in that behalf.

This motion, which is an amendment of Standing Order 83, was recommended by the Committee on Procedure and Privileges and was circulated to Deputies recently. The proposed amendment is reproduced verbatim in the motion and is, as stated in the report, designed to remove a source of discontent which has arisen from the application of the time limit on Private Members' Motions.

The effect of the suggested amendment is to provide formally for an allotted period for a closing speech from or on behalf of the proposer when the seconder of a motion had not made a speech in the course of the debate on the motion. It will be noted that the proposer can if he wishes select a member to close the debate provided that that member has not already spoken.
