In the case of Dublin City the needs figure is based on an estimate of the needs in 1947— a fresh survey is about to be carried out.
In the case of Cork the figure is based on the results of a survey carried out in 1951.
In the case of Limerick, Waterford, Galway and other urban and rural areas the figure is based on opinions expressed by the County Managers in August/September, 1952, as to the needs existing in the areas at that time.
