Before Section 2 to insert a new section as follows:—

Section 2, as amended, put and agreed to.
Title agreed to.
Bill reported with one amendment.
Question—"That the Bill be received for final consideration"—put and agreed to.
Question proposed: "That the Bill do now pass."

I want to explain that my opposition is on a matter of principle. It has been pointed out that if we were to exercise our powers and oppose all stages we might be a party to an injustice on an individual. I want to remove that impression. I would be the last to be a party to an injustice on any individual, much less this high official. Therefore, I want to make it clear that I am withdrawing my opposition and will allow the Bill to go through so that this individual will realise that we are not doing any injustice to him as an individual.

Question put and agreed to.
Bill certified a Money Bill according to Article 22 of the Constitution.
