Ceisteanna—Questions. Oral Answers. - Cottage Purchase Schemes.

asked the Minister for Local Government whether he is aware of the doubt that exists as to whether the formulation of cottage purchase schemes is a reserved function under the County Management Act, 1940; and, if so, whether he will introduce proposals for legislation to clarify the matter.

I am not so aware. The formulation of cottage purchase schemes is not a reserved function.

Has the Ministerany function in refusing to implement a scheme when passed by a county council? Has he a right to refuse?

I am not aware that I have refused.

The county manager, I should say. I beg the Minister's pardon. Has the county manager a right to refuse to implement a scheme?

I have answered the Deputy's question when saying that it is not a reserved function, but of course in the formulation or preparation of a scheme it is only natural, desirable and necessary that a council would be consulted by the manager, because the type of scheme that is to be prepared by the manager, if it were not to meet with the general approval of his council even though it was not a reserved function, could not possibly work.

asked the Minister for Local Government if he will state (1) the names of the county councils which have applied for sanction for cottage purchase schemes under the circular letter of his Department issued on 9th March, 1951, and (2) the names of the councils in respect of whose schemes sanction has been given.

(1) Cork (four schemes), Dublin (three schemes), Kerry, Kildare, Laois, Limerick, Longford, Sligo (two schemes) and Westmeath. (2) Cork (one scheme), Dublin (two schemes), Kerry and Sligo (one scheme).
