Electricity (Supply) (Amendment) Bill, 1953. —First Stage.

Leave granted to introduce a Bill entitled an Act to authorise increases in the total liabilities which may be incurred by the E.S.B. for general purposes and for the electrification of rural areas, to confer additional borrowing powers on the board, to vest the Shannon works in the board and to provide for other matters connected with the functions of the board.— (Minister for Industry and Commerce.)
Second Stage ordered for 10th February.

How is it that, on the eve of the close of a Session, we are given a list of legislation a mile long which, we are told, it is most urgently necessary to provide for the Government—and then we proceed to recess from 18th December until 10th February? It is difficult to accept the Government's protestations as being sincere in view of the fact that we are told they must get everythingbefore the 18th December. This House has a duty in respect of the Government's legislative programme.

If the House had not assisted the Government so vigorously we might have adjourned earlier.

Will the Minister tell us if he intends to do a tour around the world during the recess?
