Ceisteanna—Questions. Oral Answers. - Differential Renting System.

asked the Minister for Local Government whether he has received proposals from the Dublin Corporation in respect of the system of differential renting in Dublin; and, if so, if he will state (a) the date on which such proposals were received; (b) the nature of such proposals, and (c) if sanction has been given to such proposals.

Recommendations of the city council for amendment of the differential renting system to provide for, (1) certain allowances in respect of dependent children on lines suggested by the Department, (2) an increase in the amount of income of employed members of a family to be excluded from the assessment of "family income", and (3) a reduction in the maximum rents, were submitted on 31st October, 1952. A recommendation by the housing committee in regard to rent adjustments in the case of blind pensioners was made on 22nd December, 1952. The manager indicated that he was putting proposal (1) into operation, but that before taking any action in regard to (2) and (3) he would like to have the views of the Department. In view of the responsibility of the city manager in the matter, his observations were requested on each of the proposals, including that made on the recommendation of the housing committee. The city manager indicated in his reply that the city council were fully informed of the financial implications of the proposed amendments before they made their recommendation. He submitted no observations on the recommendations nor has he since proposed to put the remaining ones into operation.
