Ceisteanna—Questions. Oral Answers. - Labourers' Cottages: Purchase Agreements.

asked the Minister for Local Government if he will ensure that local authorities instruct tenant purchasers to have an independent witness present when executing purchase agreements for labourers' cottages and thus ensure that the said authorities do not avoid their legal obligations as to repairs before vesting.

Before making a vesting order, the local authority must see that the cottage is in good repair and sanitary condition. If a dispute arises as to whether or not the cottage is in good repair or sanitary condition, the tenant and the local authority have the right of appeal to the Minister. In case there is any doubt that tenants are aware of this right of appeal I propose to remind local authorities to the departmental circular relating to the issue of an instructional memorandum to tenants.

Does that refer to the injustices which have been enacted or which the tenants believe have been enacted against them in the past?

I would refer the Deputy to the reply which I gave to Deputy Flynn last week.
