The newspaper referred to by the Deputy was charged the actual cost incurred by the Department on the installation and recovery of the teleprinter machines and connecting circuit and for the supply of operating staff, together with rental at the appropriate rate for the teleprinter machines and connecting circuit. This is the standard basis of charge for such services and any other newspaper may have similar facilities on the same basis provided that reasonable notice is given of the requirements.
