Ceisteanna—Questions. Oral Answers. - National Teachers: Conciliation and Arbitration Scheme.

asked the Minister for Education if he will state whether the proposed scheme for conciliation and arbitration for national teachers will be identical with that in operation in 1951, or whether it will be a scheme embodying all or any of the proposals put forward by the last Government, and to which strong exception was taken by the I.N.T.O.

asked the Minister for Education if he will state when it is proposed to reintroduce a scheme for conciliation and arbitration for national teachers.

With the permission of the Ceann Comhairle, I propose to take Questions Nos. 20 and 21 together.

It is intended that a scheme of conciliation and arbitration for national teachers shall be reintroduced as soon as agreement has been reached with the teachers' organisation in regard to the details of the scheme. I have been very recently in discussion with the organisation and I hope that a conclusion will be reached without delay.

Was there not, in fact, agreement reached with the teachers' organisation in 1951 in regard to this scheme for conciliation and arbitration? If that is so, would it not be possible to reintroduce the same scheme?

I am concerned with reaching an agreement in 1954 and I have considerable hope that it will be possible to do so.

Can I take it that there is no change of principle or of attitude since?

I would prefer to be allowed to discuss the details with the organisation.
