asked the Minister for Justice the reason for the long delay in filling the post of District Court clerk in the Ballina area, and when it will be filled.

The Ballina clerkship fell vacant in May last year, when a deputy District Court clerk was appointed to execute the duties temporarily pending the making of a permanent appointment. The vacancy falls to be filled by the appointment thereto on promotion of an existing District Court clerk or failing this by the recruitment of a new clerk through the medium of a competition to be held by the Civil Service Commission.

However, it was deemed desirable to delay the offer of the vacant post to the existing clerks pending the outcome of negotiations which had been taking place on certain claims submitted by the District Court Clerks' Association for improved conditions of service. Since it seems unlikely now that it will be possible within a reasonable period to reach agreement with the association on the matters at issue, it is proposed to proceed with the filling of the vacancy as soon as practicable.
