asked the Minister for Health if the holder of a medical card is entitled to medicines free of charge.

The holder of a medical card and the persons who are entitled, as dependents, to avail themselves of the general practitioner service are entitled to medicine free of charge provided such medicine is recommended by the district medical officer.

Arising out of the reply, if that is so will the Minister say if it is in order for a dispensary doctor to give a prescription to a patient and tell the patient to go to the local chemist and buy the prescription?

I think the reply which I have read should cover the position. If the person is entitled on the general services register to free medicine, that person is entitled to have the prescription given free if prescribed by his doctor.
