Ceisteanna—Questions. Oral Answers. - Postmen's Insurance Cards.

asked the Minister for Social Welfare whether postmen who are employed for less than 18 hours per week have their insurance cards stamped and, if not, why not.

Persons employed in the Department of Posts and Telegraphs as collectors and deliverers of postal packets whose employment involves personal attendance of less than 18 hours per week are designated "allowance deliverers" and the employment of such persons is excepted from insurance under the Social Welfare Act, 1952, by Article 2 and paragraph 16 (a) of the Schedule to the Social Welfare (Subsidiary Employments) Regulations, 1953—S.I. No. 18 of 1953.

Is the Minister aware that these men are not alone debarred from having their cards stamped, but are also precluded from signing for credits? It seems that these men could be really described as forgotten men.

I may say that I am not satisfied by the present position as determined by the regulation to which I have referred and I propose to have the whole matter examined.
