Ceisteanna—Questions. Oral Answers. - Cigarette Smoking.

asked the Minister for Health if, in view of the most recent evidence contained in the British Medical Research Council's Report further confirming the assertion that cigarette smoking is the principal causation factor in the development of lung cancer, he will now take steps (a) to restrain, limit, or stop the continued widespread propaganda by newspaper advertisement by the tobacco companies promoting the continuation and extension of cigarette smoking, (b) to advise the prevention of cigarette smoking in halls of public assembly such as theatres and cinemas, and (c) to initiate a national publicity campaign drawing the attention of the public to the grave dangers of cigarette smoking as a principal cause of lung cancer.

The recent report of the British Medical Research Council on the association between tobacco smoking and lung cancer is receiving careful consideration in my Department. I am not yet, however, in a position to indicate the steps which may be taken as a result of the consideration of the information contained in the report.

Could the Minister give any idea of how long it would take him to come to some decision? The situation is most urgent and most serious from the public point of view. Is the Minister aware that the tobacco companies are continuing with an intensive propaganda campaign and that consequently the effects of the British Research Council's Report may be lost if an early decision by the Minister is not reached?

I am not able to say how long the inquiry will take. As the Deputy is aware, there are many complex issues involved.

Would the Minister not consider the aspect of the question with regard to the prevention of smoking in picture houses and theatres?

My goodness!

There is a precedent for that. In every country in Europe smoking is not allowed in picture houses and theatres. Surely there should be some step taken here?
