Ceisteanna—Questions. Oral Answers. - Production of Oats.

asked the Minister for Agriculture if he is aware that the grain committee of the Beet Growers' Association met representatives of the oatmeal millers and the Irish Blood-stock Association two years ago to discuss the position regarding the production of oats and offered to grow their full requirements of oats under firm contract, and that these representatives refused the offer with the result that oats have to be imported this season; and if he will have steps taken to ensure that persons requiring oats will have them grown under contract; and if he will refuse licences for the importation of oats next season.

I am aware that in recent years efforts were made to have oats grown under contract. I understand that the experience of some oatmeal millers who entered into contracts was that where the contract price was above the prevailing market price the contracts were fulfilled but they found that their competitors who had no contracts were able to buy oats at a lower price. On the other hand, where the contract price was below the prevailing market price some of the contracts were not fulfilled as growers were able to obtain a better price on the free market.

I am not in a position to ensure that all oatmeal millers and horse owners will have oats grown under contract but I can assure the Deputy that as long as native oats of suitable quality are available for sale licences will not be granted for the importation of feeding or milling oats.
