Written Answers. - State-sponsored Companies, Commissions, Committees and Advisory Councils.

asked the Minister for Finance if he will state the name of each board or State-sponsored company or similar institution the directors of which are appointed by him or for which his Department are responsible.

Following is the information: The Central Bank of Ireland; The Racing Board; Aer Rianta, Teóranta; The Agricultural Credit Corporation, Limited; Ceimicí, Teóranta*; Cólucht Groighe Náisiúnta na hÉireann, Teóranta*; The Industrial Credit Company, Limited*; Irish Shipping, Limited.

NOTE: In the case of companies marked with an asterisk only some of the directors are appointed by the Minister for Finance.

asked the Minister for Finance if he will state what commissions, committees, or advisory councils are at present in existence which were appointed by him or for which his Department are responsible, the date of appointment and terms of reference of each, and whether the members are paid or act voluntarily.

Following is the information:—

1. The National Monuments Advisory Council was established on 2nd August, 1930, under Section 21 of the National Monuments Act, 1930, to give advice and assistance to the Commissioners of Public Works on any matter arising on or relating to the carrying into execution of the provisions of the Act or any other matter affecting national monuments and the protection and preservation thereof.

2. The Commission on Place Names was appointed on 24th October, 1946, to advise in relation to:—

(1) the examination of the place names of Ireland as follows:—

(a) the names of townlands, parishes, baronies, districts and other divisions of the country;

(b) the names of postal districts, villages, towns and cities;

(c) the names of other principal places not listed under (a) and (b) above;

(2) the search for the correct original Irish forms of those place names in so far as there were Irish names for them and those names could be determined; and

(3) the preparation of lists of those names in their Irish forms for publication and official use.

3. The Savings Committee whose activities are directed towards making the public more savings-minded and organising group savings was established on 21st December, 1955.

4. The Capital Investment Advisory Committee established on 30th November, 1956, has the following terms of reference:—

"To consider and advise, with full regard to the needs and interests of the national economy, on the volume of public investment from time to time desirable, the general order of priority appropriate for the various investment projects, and the manner in which such projects should be financed."

5. The Commission on Income Taxation was established on 18th February, 1957, with the following terms of reference:—

"To inquire generally into the present system of taxation of profits and income, its scope and structure, including the provisions for collection and for the prevention of evasion; its effects on the national economy and the equity of its incidence; to recommend such amendments of the law as appear desirable and practicable; and, if it is considered that the taxation of profits and income should be terminated, or modified in any manner involving loss of revenue, to recommend alternative means of raising equivalent revenue."

An outside professional economist receives an honorarium for his services on the Capital Investment Advisory Committee. Otherwise, members of all the bodies referred to are unpaid but are recouped their travelling and subsistence expenses.

I propose with the permission of the Ceann Comhairle to deal with Questions No. 19 and No. 20 together.

The only existing body of the kind referred to by the Deputy which was established by the Minister for External Affairs is An Bord Scoláireachtaí Cómalairte.

All the members of an board act voluntarily. The Irish members of an bord were appointed on the 23rd day of December, 1957. The terms of reference are set out in Section 5 of An tAcht um Scoláireachtaí a Mhalairtiú (Eire agus Stáit Aontaithe Mheiricea), 1957.

The answer is none, if, as I assume, the question is not intended to apply to independent statutory bodies with respect to which my only function is to appoint the members, as for example, the Censorship of Publications Boards, the Film Censorship Appeal Board and the Prisons Visiting Committees.

The following list gives the information asked for by the Deputy:—

1. The Irish Potato Marketing Company (2 Directors).

2. The Dairy Disposal Co., Ltd. and Associated Companies (viz., The Condensed Milk Company of Ireland (1928) Ltd.; The Newmarket Dairy Company (1932) Ltd.; Cleeve's Confectionery (Limerick) Ltd.; The Northern Irish Condensed Milk Distributors, Ltd.).

3. The Butter Marketing Committee.

4. The Dublin District Milk Board (a).

5. The Cork District Milk Board (a).

(a) The Chairman of each of these Boards is appointed by the Minister for Agriculture; the ordinary members are elected.

8. Pigs and Bacon Commission.

The performance of certain functions affecting the pigs and bacon industry in accordance with the Pigs and Bacon Acts, 1935 to 1956.

9. Advisory Committee on the Marketing of Agricultural Produce.

6th December, 1957.

To advise and assist the Minister for Agriculture.(1) in the carrying out of a thorough investigation of the export markets for Irish agricultural produce, including—(a) where the Minister so requests or (b) where the Committee considers it desirable and subject to the consent of the Minister—the making of arrangements for the investigation of markets for particular classes of produce by sub-committees specially appointed for the purpose:

(b)

(2) in considering what changes, if any, are necessary to meet the requirements of the available markets in regard to the quality and presentation of the produce and in regard to continuity of supplies, and

(3) in deciding what further steps, if any, should be taken to assist the development of exports to such markets.

NOTE.

Agricultural Wages Board and Agricultural Wages Area Committees.

The Board consists of a Chairman, who is nominated by the Minister and holds office during the Minister's pleasure, and eleven ordinary members who normally hold office for a period of three years, and are eligible for re-appointment. The Chairman of the Board is ex-officio chairman of each Agricultural Wages Area Committee, the ordinary members of which normally hold office for a period of twelve months and are also eligible for re-appointment.

The following are the names of the boards or State-sponsored companies, some or all of the directors of which are appointed by the Minister for Lands:—

An Bord Iascaigh Mhara (all members, including Chairman), Iontaobhas Iascaigh Intire Ioncorportha (Four members, including Chairman) and Iontaobhas Taighde Bradan na h-Eireann Ioncorportha (two members, one of whom holds the elective Chairmanship).

There are no such commissions, committees or advisory councils appointed by me or for which my Department is responsible.

asked the Minister for Education if he will state the name of each board or State-sponsored company or similar institution the directors of which are appointed by him or for which his Department are responsible.

There are no institutions of the kind envisaged in the question the directors of which are appointed by the Minister for Education or for which the Department of Education is responsible.

The enclosures contain the information requested by the Deputy in respect of the following:—

1. The Irish Folklore Commission.

2. The Commission on the accommodation needs of the Constituent Colleges of the National University of Ireland.

3. The Council of Education.

Particulars in regard to the Irish Manuscripts Commission, which was established by the Executive Council in 1928 and for which the necessary financial provision is now made under the Science and Art Vote of the Department of Education, are being supplied by Roinn an Taoisigh.

It is presumed that the Deputy's question is not intended to refer to bodies which have been established under statute, such as the Registration Council for Secondary Teachers.

The Irish Folklore Commission.

The Irish Folklore Commission was appointed in 1935. Financial provision for the work of the commission is made under the Science and Art Vote of the Department of Education.

The commission's Terms of Reference are:—

"1. To consider, after such consultation with university and other authorities as the commission may deem desirable, and to submit from time to time for the approval of the Minister for Education, programmes of work connected with Irish Folklore research prepared by the director and, subject to such approval, to arrange for

(a) the collection, collation, and cataloguing of oral and written folklore materials; and

(b) the editing and publication of such materials when thought desirable.

2. Subject to necessary safeguards, the commission to arrange to give access, at reasonable times, to its collected materials to students and scholars desiring to avail themselves thereof for the purpose of study and/ or publication.

3. The commission from its Grant-in-Aid to contribute to the Folklore Society of Ireland the sum of £250 per annum to be expended by the society on extended publication of Irish folklore material in a form suitable for the general public, e.g., the more frequent publication of the journal Béaloideas and/or the reduction of its price to the public.

4. The commission to meet not less frequently than once every quarter.

5. The commission to present an annual report and statement of accounts to the Minister for Education for submission to the Executive Council.

6. The commission to be responsible for the safe custody of its collected materials, such materials to be deemed always to be the property of the State."

The members of the commission act voluntarily.

Commission on Accommodation Needs of the Constituent Colleges of the National University of Ireland.

This commission was appointed by the Minister for Education in September, 1957.

The commission's terms of reference are:—

"To inquire into the accommodation needs of the Constituent Colleges of the National University of Ireland and to advise as to how, in the present circumstances, these needs could best be met."

The members of the commission act voluntarily.

The Council of Education.

The Council of Education was established by the Minister for Education on 4th April, 1950, its terms of reference being:—

"To advise the Minister, in so far as pertains to the powers, duties and functions of the State, upon such matters relating to educational theory and practice as they think fit and upon any educational questions and problems referred to them by him."

The first five-year terms of office of the members of the Council having been completed on 3rd April, 1955, the Minister for Education invited the members acting at that time to serve for another term of five years, and appointed a number of new members to vacancies which arose in the original council owing to the death or resignation of members.

The chairman of the council receives an honorarium. The other members of the council act voluntarily.

There is no board or State-sponsored company, the directors of which are appointed by me or for which my Department is responsible.

asked the Minister for Local Government if he will state what commissions, committees, or advisory councils are at present in existence which were appointed by him or for which his Department are responsible, the date of appointment and terms of reference of each, and whether the members are paid or act voluntarily.

Following is the information:—

The Seanad Electoral Law Commission: Appointed by the Minister on 28th May, 1958. The terms of reference are:—

To examine the law regulating elections of the panel members of Seanad Eireann and to make recommendations to the Minister regarding any legislative changes within the provisions of Articles 18 and 19 of the Constitution, which the commission consider desirable. The members act voluntarily.

It is presumed that the Deputy's question is not intended to refer to bodies which have been established by statute, such as:—

The Local Supplies Advisory Committee: Established under the Local Authorities (Combined Purchasing) Act, 1925. Complement of members maintained by new appointments, according as vacancies occur. The members act voluntarily.

An Comhairle Leabharlanna: Appointed every five years under the Public Libraries Act, 1947. The members act voluntarily.

There is no body of the type envisaged in the question, the directors of which are appointed by me or for which my Department is responsible.

asked the Minister for Posts and Telegraphs if he will state the name of each board or State-sponsored company or similar institution the directors of which are appointed by him or for which his Department are responsible.

There is no board, State-sponsored company or similar institution the directors of which are appointed by the Minister for Posts and Telegraphs or for which the Department of Posts and Telegraphs is responsible.

asked the Minister for Posts and Telegraphs if he will state what commissions, committees, or advisory councils are at present in existence which were appointed by him or for which his Department are responsible, the date of appointment and terms of reference of each, and whether the members are paid or act voluntarily.

There are three bodies of the kind to which the Deputy's question would seem to refer in existence in my Department, viz:—

(1) Comhairle Radio Eireann. This body was appointed as from 1st January, 1953. It terms of reference are as follows:—

"To advise and assist the Minister for Posts and Telegraphs in the conduct of the broadcasting service and to be responsible under him for the general control and supervision of the services."

The members of the comhairle are paid.

(2) The Television Commission. This commission was appointed on 26th March, 1958. Its terms of reference are as follows:—

"On the basis that no charge shall fall on the Exchequer, either on capital or on current account, and that effective control of televised programmes must be exercisable by an Irish public authority to be established as a television authority, to consider and to make recommendations on:—

(1) the practicability of establishing a television service;

(2) the arrangements that can be made to ensure that the television system will be owned by the State, either from the outset or after an interval;

(3) the proposals that have been made to the Department of Posts and Telegraphs and any further proposals that may be received;

(4) the powers and duties of the television authority and the manner of its constitution;

(5) the special arrangements that should be made

(a) to provide for the use of the Irish language and for the adequate reflection of the national outlook and culture;

and

(b) to govern the presentation of information and news in the television service;

(6) the desirable relationship between the television service and the sound-broadcasting service; and

(7) any other relevant matters to which the commission deem it advisable to draw attention."

The members of the commission act voluntarily.

(3) The Sub-Postmasters' Consultative Council. This council was instituted on 6th December, 1955. Its purpose is to discuss remuneration, allowances and conditions of service of sub-postmasters, the regulations governing the discharge of post office business and suggestions for improving the efficiency of post office services. The council is composed of representatives of the Department and the Irish Sub-Postmasters' Union. The representatives of the Department on the council are serving civil servants and they attend council meetings as part of their normal duties. The union bears the expense of its own representatives on the council.

I should like to give notice of my intention to raise on the Adjournment the subject matter of Question No. 5 on to-day's Order Paper.
