The Institution of Civil Engineers of Ireland (Charter Amendment) Bill, 1959—Report from Examiner of Private Bills.

Report from the Examiner of Private Bills that in the case of the application for leave to introduce the Institution of Civil Engineers of Ireland (Charter Amendment) Bill, 1959, the Standing Orders have not been complied with.

I move:—

That the Report do lie upon the Table.

Are we to hear anything more about this? This is an unusual form of motion, is it not, setting out that Standing Orders have not been complied with? Is this not unusual?

For the information of the House, I should say that the Examiner reports that in the case of the application for leave to introduce the Institution of Civil Engineers of Ireland (Charter Amendment) Bill, 1959, Standing Orders have not been complied with, inasmuch as the notice required by Standing Order No. 6 to be published in certain newspapers did not set out all the principal subject matters of the Bill, as required by Standing Order No. 4. In that connection, the subject matter not published was an extension of powers being sought by the institution. The notice required by Standing Order No. 7 to be published in Iris Oifigiúil did not include the name and date of publication of each of the newspapers in which the notice required by Standing Order No. 4 was published.

Can we have any information as to what will happen now?

That the Report be referred to the Joint Committee on Standing Orders (Private Business).

Is this a new Report?

Which Report is this?

The Report from the Examiner. That will be referred to the Joint Committee on Standing Orders and they can waive the regulations, if they so desire.

Is this No. 2 and No. 3, or No. 3 only?

It is in respect of No. 3.

What happens in regard to No. 2?

No. 2 is all right.

No. 2 is all right. Standing Orders have been complied with in respect of No. 2.
